IPsec VPN peer to peer with FortiClient

Hello,

FortiGate 81E (two HA devices) running FortiOS 6.0.11. Windows users running FortiClient 6.0.10 to connect to IPsec VPN. Trying to enable routing between IPsec clients, but I haven't found any documentation. I have enabled the configuration described in https://kb.fortinet.com/kb/documentLink.do?externalID=FD46410 (replacing the SSL part with IPsec part) but it's not working. I am wondering even if it's possible to perform routing between IPsec VPN clients.
