IPSec VPN on 80c (v4.0.0,build5025,090616). Help me!!

Dear all,

I config IPSec VPN on Fortinet 80C (Firmware: v4.0.0,build5025,090616). But not working.

Step bellow:

1. Creat user:

- user: x

- pass: xxx

2. Create group: 

- name: xgroup

and add user x into xgroup

3. Creat VPN IPSec

- remote gateway: dialup

- local interface: wan1

- preshared key....

advanced:

+ Enable IPSec interface mode

+ XAUTH: Enable as Server

+ user group: xgroup

4. Create firewall:

- create LAN address

- create policy:

Internal-->wan1

+ source interface: internal

+ source address: LAN address

+ destination interface: wan1

+ destiantion address: all

+ action: ACCEPT

wan1-->internal

+ source interface: wan1

+ source address: ALL

+ destination interface: internal

+ destination address: ALL

+ action: ACCEPT

// Note: NOT creat phase 2 VPN IPSec (only phase 1)

please help me!
