IPSEC Initiator

Hello, I want to setup an IPSEC LAN to LAN tunnel between two offices let say A and B. I would like the FG unit at office A should always initiate the IPSEC connection to the other office, and it should not be a responder for any other IPSEC incoming connections to it. Can someone guide me how can I do this? Thanks Ganesh
