IP Override rule not working

hello
i was configure my IPS signature as show in attached file.
as you see i was set TCP.Overlaping.Fragments Signature action to pass.
and in filter section i was block all signature that have low risk.
when i use this IPS Profile , IP Engine Block all TCP.Overlaping.Fragments and never pass the traffic .
would you please help me what should i do ?
