In addition to what ​@Anthony_E referenced:

• Make sure your VM/VirtualBox has access to the Internet
• Make sure you download correct image from Fortinet site: Fortigate VM, NOT FortiFOS/FortiFirewall/etc. https://yurisk.info/2022/04/13/where-to-download-fortigate-free-trial-vm/
• Make sure your FortiCloud does NOT have already registered Fortigate to it - only 1 free evaluation license per FortiCloud account is possible
