I can't change password for ssl vpn on fortios

Hi, I am using fortigate 50E. I thinks this one has fortios 5.4

I set ssl VPN. and I set password-policy for ssl vpn as well.

after that, I saw warning msg to change password and I tried to change password but I can't

on a few posts I checked you guys are using "password-renewable" command on CLI 

but I am not using LDAP, so I don't have those sort of command line.

is there any way to solve this problem? please
