I can't be connect to my vpn the connection still at 98%

What version of FortiClient or FortiClient VPN (for Windows) are you running? If older, upgrade to FortiClient  6.2/FortiClient VPN 6.2 first. There was some significant change with 6.0 or 6.2 to reduce(?) the chance that happens only to Windows.

99.5% of times the 98% issue happens due to some Windows issues, like waiting for Win upgrade's completion and others. This also means if you never shut down the machine and keep it running forever, you get more chances to encounter the issue.
