How to enable vdom for fortigate 7.0.0 KMV

Hello bros, 

I am have built a lab using fortigate KVM 7.0.0 for VDOMs but i cannot enable both with GUI and CLI. 

Could you give me the KVM version that i can enable VDOMS and have number of VDOMs greater than 2.
