how to directly reach the FortiSwitches joined to FortiGate

Is it possible to reach the FortiSwitch joined at FortiGate directly from the subnet assigned?

For example to send SNMP or ICMP request(monitoring) or configure some feature from web gui.

Yes, first you need to make sure that the fortilink interface is a routable subnet (not 169.x.x.x).   You will then have to create a firewall policy to allow the traffic inbound to the switch.  This is not enabled in the GUI, but you can create the firewall policy in the CLI to allow it.  the Fortilink interface would be your destination interface for the policy.
