You can use either use VPN Manager to create the SSL VPN or use the Device Manger > Select the FGT > CLI Configurations and create VPN.

Also a point to note: Starting in FortiOS 7.6.3, the SSL VPN tunnel mode feature is no longer available in the GUI and CLI. Settings will not be upgraded from previous versions. This applies to all FortiGate models.

So you can use IPSec Dial-up tunnels instead either via IPSec Template or using VPN Manager (or vai CLI Configuration options).
