How to create Match rule in Equalizer E250GX via GUI?

Instructions says to "right-click the name of the Layer 7cluster to whichyou want to add a matchrule, and select Add New Match Rule to display the following:"

However, when I right click on the cluster, I see no such option. The only option I see is "Delete Cluster"
