How to block upload files.

Hello,

I am wondering Is there any way to block file upload in policy?

I want to block all uploads and allow download, I mean I don't want to block one by one in application filter, I want block all upload ways.

I tried to put file filter on outgoing way but it didn't work. Even if it is worked, it seems there is only possible defined extensions to block.

I am using Fortigate 500E Ver. 6.4.2.
