Greetings!

It depend upon the feature available in the forticlient. I would request to check in setting within the forticlient, then access the "Security Profiles" section where I think you can adjust web filtering options like category blocking, allowed sites, and scheduling.

If under the settings, it doesn't show security profile then you need to enable from EMS.

https://docs.fortinet.com/document/forticlient/7.4.1/ems-administration-guide/68075/web-filter#:~:text=For%20Windows%2C%20macOS%2C%20and%20Linux,use%20the%20Web%20Filter%20options.&text=Enable%20web%20filtering.,the%20end%20user%20in%20FortiClient.&text=Enable%20to%20have%20Web%20Filter,do%20not%20affect%20this%20feature.&text=From%20the%20dropdown%20list%2C%20select,the%20week%20for%20the%20schedule.&text=If%20desired%2C%20enable%20All%20Day,selected%20days%20of%20the%20week.&text=Select%20the%20desired%20time%20for,selected%20days%20of%20the%20week.

Unlock the settings first with the admin credential. If it shows a security profile then you can modify the webfilter. Otherwise, you need to enable it from EMS. Other then this, you don't have any other options.

If you want to change some settings for one or a specific set of users, you should group them in EMS and assign them a new policy/profile.
