Help with a Custom Report

I could use some help coming up with a custom report that prior to the 5.x firmware updates was a stock report.  At least I think it was.  Anyway, I need help creating one that will summarize the webfilter categories hit by hour of the day for a specific user. I'm not sure how to proceed with it so any help would be very much appreciated.
