HA Out of sync after Administrator user creation

Dear everyone,

 

I have 2 FortiGate 2201E 7.0.3 in HA Active Passive with device priority 150 and 128.

Heartbeat ha1 150 and ha2 90.

All is working very well but when I'm creating a new user from the menu System-Administrators-local users ,HA will be Out of sync for 2-3 minutes and I don't know why ?

It is normal?

Problem Description:-
HA Out of sync after Administrator user creation

Please confirm are you using mutiple VDOM.
Are you facing high CPU usage?

 

Please share the below cmd during the time of issue.
diag sys ha checksum cluster
get sys ha status
get sys perf status
