Description of the situation：

Some FAP (not all)  can't get IP form Fortigate

so, Tunnel SSID can't work, Bridge SSID work fine

and

FS-124EFPoE CPU very high like 98%

Workaround :

FS-124EFPE OS Downgrading to 6.2.5

and

use BUG ID 672920 ： Disable capwap-offload in system npu and reboot.
