FortiWiFi HA Failover

Good Day 

i am currently running  a 300D HA cluster and i had to do a restore after some unsuccessful network changes. Once the devices came online the slave device as now the master and my Access  points would not come online until i promoted the previous master device back to master.

Has anyone else experienced this issue? does one require any extra config for the APs to failover to the slave device?
