Fortivoice 500f and Cisco SPA504G - busy tone followed by Decline, no incoming(local xtns)

Hi,

I just installed a brand new Fortivoice 500F and configured everything successfully, except that the local extensions are not accepting incoming calls.  If I test dialing a cellphone or a phone in the office peer remotely they work fine, but phone to phone internally gets busy tone followed by Decline (example: From ext 104 to ext 101<<)

Log/voice:

"Reject INVITE message from: 'Angel' <sip:104@192.168.0.x> to: <sip:102@192.168.0.x>, Cause: Decline"

Call history:

*Phones: Cisco SPA 504G , using G711u... (extensions show registered properly on phone system).

Any assistance greatly appreciated.
