FortiToken Activation error in 40C

my first FortiToken activated successfully but i deleted it and when entering it' s serial NO. again it result in activation error i tried a second new FortiToken but it result in the same thing activation error my fortigate model is 40C

    FortiToken online activation is restricted to one-time only for security reasons. However, you can submit a ticket to have your token activation flag reset. Alternatively, if you save your config from the first activation, you can restore it at a later time and the token will again be active. Fortinet is now shipping a new token that comes with an activation CD so that unlimited activations can be performed without the need to access the token activation server in FortiGuard. This is the FTK-200CD
