The document link is for v5.2

I am having issues with v7.0, which is a new design with an integrated database.  the appliance also appears to be running FortiOS, when the previous versions were 'standard' linux and the associated tools.

v7.0 says it is GA, but the manuals and the OVA don't appear to even be closely related.
