Fortinet - Web Filter Violation

I have a static public IP I want to access via browser but fortigate 60F (v7.2.0) firewall is blocking the page. How can I correct this?

I have gone under Security Profiles -> Web Filter - default profile -> turn on URL Filter and place an allow on the static Public IP without resolve.

Any suggestions?
