Fortinet captive portal fails to connect to port 1000

When a user on wireless tries to use the web on a policy that has a captive portal group the user is redirected to port 1000 and then it fails to load. I cannot figure out why, do I have to enable something?

    Found the issue, I had explicit web filter set on the interface I was using the captive portal on. This blocked access to port 1000
