Fortimanager cannot authorize device "Failed to update device information."

I try to add fortigate on Fortimanager, device can discover but cannot update device information as the picture below:

"Failed to update device information."

Can you help me?

My configure on FTG and FTM:

      set enc-algorithm low

      set timezone 07

      set usg enable

FTG:
