Fortimail IBE

thru this link I was to able partially works with IBE feature.

So this is how IBE works, my protected domain sender.com able to sent email to external domain recepient.com. Recepient.com received the email with the attached link where they need to register first (one time registration only) then code will be given once they open the email content.

Question in mind and how to achieve this. I want to exempt selected user/s (e.g user1@sender.com) to trigger IBE when sending email to specific external address (e.g external1@recepient.com)?
