Fortimail enduser bounce back notification with action

Hi all, I wonder if I can create policy to notify the user that tries to send sensitive information like SSN or credit card, and let him chose if he want to add decryption or override to subject for continue with the message sending out.

right now the I'm trying to change the notification on HTML or text but it keeps sends me the upper option of the template without my custom lines.
