Fortiguard

Hello, I have a problem in webfilter tab. When i enable fortiguard categories in webfilter profile which is enabled policy, the webfilter profile does not work. But i enable only url filter, it works. Why do not the fortiguard categories work? Any suggestion? I changed webfilter port(8888) and entered execute update-now , but it is no solution.
