Fortigate VM HA not working

I have set up, on GNS3, a network with one host connected to a switch, which is connected to 2 virtual Fortigates. I set this up specifically to test HA set up. I set up the HA pair according to this cookbook page and my devices are not recognizing each other. Any ideas?
