Fortigate VM - HA Active/passive - do i need 2 licenses?

Hi,

i have a fully licensed vm01 (not eval). Now i am trying to work out whether Vmware fault-tolerance or a passive Fortigate VM is the way.

if i run 2 vms (1 active, 1 passive), do i need an additional license for the passive vm since it is not in use?
