fortigate vm cannot license check, what happens next?

Hello, I try to find out what happens when Fortigate VM is not able to contact the internet anymore to validate its license. I *Think*  that it falls back to the functionality it has when it has an evaluation license. This means that only 6 firewall rules are accepted. Consequently this will result in a total outage of the system since we have 500+ rules and 25+ vdoms configured in our solution. Can anybody confirm this?
