Fortigate shape per IP different upload/download

How to setup per IP shaper for different download and upload speed? I have got one subnet on LAN interface (192.168.20.0/24) and I want for download speed example 20 Mbit and for upload 5 Mbit for each user(IP). Every my attempts ends on it- download and upload speed are same.
