FortiGate Quota Per IP - (Not by web filter)!

Dears, I'm wondering if there is a solution in FortiGate or any other Fortinet solution to set quota per IP (not Webfilter Quota). I mean that if the security policy bytes counter reach to specific number, Fortigate automatically set Traffic Shaper on this policy until the current month end. then the quota renew again starting from new month. I have very solid experience with Fortigate and i think there is no way to do this. so please advise if there is any work around or integration with another Appliance from fortinet to achieve this target.  This is something like ADSL Quota.
