FortiGate Logs with Application Filtering

I am wondering why am I looking in my FortiAnalyzer some traffic being accepted and a second later being denied due to UTM blocked, in the same policy which has an application filtering security profile applied. I can see how the traffic is accepted in Traffic logs, and a second later the same traffic is blocked due to UTM. Is this something related to Firewall inspection modes or something similar?
