Fortigate HA remote link failover with 3 firewalls

Hi

I have 3 firewalls in HA virtual cluster environment. I have configured remote link monitor and called in HA configuration to trigger the HA fail over in the event of remote link monitor fails. when i shut the connectivity from first 2 firewalls to remote IP, i expect to see 3rd firewall takes the master role. However, master role stays on 2nd firewall until the ping-flip-timeout expires. minimum ping-flip-timeout is 6 minutes.  Has anyone successfully configured this with immediate fail over to third firewall?
