fortigate arp reply slowness

Hello everyone.

I have installed openvpn server as routing method. I created new interface on fortigate. That is my openvpn client gateway.

When connect openvpn delay internet connection. I followed packages by wireshark. I saw problem.

When use fortigate interface as gateway, client wait arp response.

that's way. Clients waiting until the arp comes. How do i solve this problem. Sometimes we wait between 5-10 minutes.

Is this packet captured on the FGT interface? It is recommended to also capture the arp packet on the FGT interface.
