are you sure no password was set during initial deployment?

you can try resetting the password

By default FortiGate username is admin and the password is blank.
You can respin the VM  and check

by default there is not set password. you just have to hit enter then set your password then you can login the firewall. for example

admin

hit - enter

ask you - enter new password - 

confirm password should same -

If you find the solution, please do not to forget. 

Also make sure you downloaded the correct VM image - Fortigate, not FortiFOS, not FortiFIrewall. 

Also, to activate the evaluation license the VM has to have access to the Internet to communicate with FortiGuard servers.

I have found the issue.

I downloaded the wrong image.

I downloaded the cloud version instead of the kvm version.

Now I can login to the CLI.

Next step is to validate license by gaining access to internet
