Fortigate 60C bricked?

I bought a used 60C. When booting up the internal 1-5 lights are all solid green for about 30 seconds and then turn off. The status light will then start to blink. I saw wan1, wan2 and dmz briefly turn on. The status light eventually went solid green.

 

I plugged in the console port but it's not giving me a cli. Is this dead?

    When you plug in the console port, and open Putty on the serial interface, do you see anything?

    Power off and power on should at least give you the startup screens of the fortigate.

     

    In my opinion it would be pretty much dead if you dont see the startup screens in putty.
