FortiGate 40C won’t boot – only PWR LED on, no console output

Hello everyone,

I recently got a used FortiGate 40C from a company. I successfully registered and transferred it to my FortiCloud account and everything seemed fine at first.

However, today when I tried to power it on, it doesn’t boot properly anymore:

  • The PWR LED stays solid (on).

  • The WAN port LEDs blink when I connect cables.

  • The LAN port LED does not blink at all when cables are connected.

  • When I connect via console cable, I get no output on the terminal (I tested the cable with another fortigate and it works normally).

It looks like the device is stuck and not completing the boot process.

Has anyone experienced something similar with a FortiGate 40C? Is there any recovery method (like TFTP or firmware reload) that I could try, or does this usually indicate a hardware failure?

Any help or guidance would be greatly appreciated.

Since the product has not been in support for many years, I doubt there would be solution to this.  I am assuming the console settings are 9600, 8N1.  The last firmware update for this product would have been around 6.x or even 6.0 for that matter.  If you are not getting any output from console port, its very difficult to troubleshoot the problem.

This FortiGate 40C is the only equipment I have for studying cybersecurity, and unfortunately I don’t have the means to purchase another unit at the moment.

I really appreciate your feedback and the time you took to respond.

The equipment must ultimately be out of support; please consider this before proceeding.
First, review the management conditions in accordance with the following document:

You might be able to obtain the old FortiExplorer; if this is not possible, consider using the reset button or the push button (Reset Button Page 6 ). The following document can guide you on how to do this:

If that does not work, try using the following procedure to load the firmware via TFTP.

If all that does not work, I am sorry to say that the equipment is very likely no longer functioning.
