Fortigate 100D Policy Routing

Hi all,

I have Fortigate 100D with Dual WAN

Wan 1 : 90% weighted load balance

Wan 2 : 10% weight load balance

I want to do policy routing as below

Source IP address : 0.0.0.0/0.0.0.0

Source Interface : Lan

Destination address : 96.45.36.96

Outgoing interface : Wan 2

As I check from forward traffic log , the traffic still going out to WAN1
