FortiEMS create profiles for in office and remote

I want to be able to create profiles in fortiems for when users are inside the office and outside the office on there forticlient. How does one achieve this.  For example I would want when someone is out of the office working remotely to have web filtering still work and have it also work inside the office when there not connected to forticlient.
