FortiCloud Reports - None Available

Most of the FortiGate firewalls that we support create a Summary Report each day that we can access via Log & Report / FortiCloud Reports. We have an 80E on FortiOS 5.6.8 that has no Summary Reports listed. Clicking the Update button does nothing. Any idea why these are not being created or why they are not displayed?
