Forticlient web filter - website refresh

Good Afternoon Everyone,

I have setup our Forticlient EMS server to filter web traffic on iPads. I have setup an exclusion list to block a specific website. The iPad communicates to the EMS and pulls down the updated profile all on its own. At first when you navigate to the website the Restricted Site appears and prevents the device from navigating to the site.

However if I press the refresh button on the website, the website becomes accessible.

When looking at the log files I find that the site is in fact blocked. However the site is still accessible.

Has anyone else had this issue?
