Forticlient SSL and Ipsec difference

I got about 120 + customers connecting to our 90D for acces to there Databases. 

I use a mix of SSL & Ipsec since the persons that guided me had differing opinions. 

My clients have a mix of win 8.1 an win10 machines. those machines need to beconnevted 24/7/365 idealy.

I made my "own" brandedclient that only uses til VPN functonality (no telemetry)

It works fine 99,9% of the time. But when I there's a disruption of the internet connection on the client site it looks like the SSL connections after a period don't auto connect (they seem to stop trying) is there any way to make this more consistent? I want thr conection to reconnect or at least try when there's a internet connection?
