FortiClient remains connected after logoff from Windows

Using the trial version of FortiEMS to get a configuration to work as required.  Right now the FortiClient is registered to the EMS and set to allow for pre-login to the Windows laptop which is working well other than taking a bit longer to get to a desktop than expected.  But in EMS, the setting to force the FortiClient to disconnect when the user logs off from Windows is enabled, but it's not disconnecting the laptop for some reason.  The endpoint is synchronized w/ the EMS so should have the latest changes to the policy that include the force disconnect so not sure what else needed to be changed to allow this to work.
