FortiClient - EMS MIgration To New Server

Hi All

We currently have our EMS server sat on Server 2012 R2 DC which is end of life/support next year.

So we need to move it across to a new server (Server 2019 DC), however the only technical resource I can find (and TAC provided) is that we need to build a brand new server and license it (Server B) , then move the config from Server A to Server B. However surely this can't be correct as we'd end up with 2 licensed EMS servers one of which would be redundant? 

Can anyone clarify?
