FortiAuthenticator as TACACS+ server for cisco wireless remote user with Read-write access

Hi ,

i have create TACACS+ policy & authorization rules for cisco wireless device access.
tacacs+ user access cisco wireless device, but only read only permission. but i have create Tacacs+ rule with privilege level 15, but user only read permission.i don't know what wrong configuration done on fortiAuthenticator side.
how can fortiAuthenticator user access cisco device with Read write permission .and what Attribute value set.
please help me.
