FortiAP S313C

I have a FortiAP S313C, I added it to FortiCloud, but the AP doesn't connect on the cloud. 

The status LED starts blinking when I boot it, but then it turns off. The manual says that if it's off it means that the wireless controller is not found.

How can I troubleshoot this?
