FortiAP 423E has crazy latency

I recently replaced a netgear WAP which I could ping consistently at 2ms with a FortiAP 423E.  Now ping times vary from 1-2ms to 200-300ms.  Results are same on 2.4 or 5ghz.  No WIDS running.  WAP is in access point mode.  Not in a dense area, empty channel is selected, no interference, radio at 100 percent.  If I put the Netgear back in, pings are back to normal.  Does anyone have any suggestions?  I am running 5.6
