Firewall Policy - Moving section titles

I am having an issue on my Fortigate 60 with the movement of firewall policies. I would like to move the Internal - Wan2 policy to the top of my list but am receiving the following error. " Moving a policy from one interface/zone pair to a different interface/zone pair is not permitted" Does anyone know how to move or populate a section title IE. Internal to Wan2 to the top of the list? Any help would be greatly appreciated.

    you can only move an Internal to WAN2 policy to teh top of the Internal to WAN2 list. so when you move it move it to before the first policy ID within that interface pair.
