FG-200G Aggregate Throughput

Hello, 

I understand that the max possible throughput supported by the FG-200G with no inspection is 39 Gbps, IPsec VPN is 36 Gbps, and max Threat protection throughput is 6 Gbps.

Does that mean that when enabling the IPSec VPN would consume 36 Gbps out of the total 39 Gbps max possible throughput with no inspection?
