Feature Request: Web Filter Category Options

With the  web filter I would like it so that the categories can be set to more options than just Allow Block Monitor.

Ideally I would like options such as 'Not set/Do not block/defer' so that the category decision can be made by another group. That way you can build up from a default group where you have the most restrictive policy and then you set more relaxed policies for certain categories without having to make a decision on all of them. For example:

User is part of two groups which links to two web filters.

Default web filter  - allows personal and business categories.

Bandwidth web filter - allows bandwidth consuming category without having to set the other categories.

The end result would be the user would have a cumulative category built from both those groups allowing access to Personal, Business and Bandwidth consuming categories.
